一、前言 水电部《小水电建设与管理办法》中指出“一般应根据予测的需电量,用电力电量平衡法确定电站的规模,不得任意加大装机容量”。《小型水力发电站设计规范》第2.3.3条水电站的装机容量、工作容量及备用容量,可通过电力电量平衡、经技术经济比较和综合分析确定。以上“办法”和“规范”是我们小水电建设和管理的法规,作为水利水电建设者必须遵循的。本文的用意是按上述的法规,通过我省10个农村电气化试点县的装机容量状况,从电力电量平衡角度分析10个试点县在设计水平年的装机容

The above “measures” and “norms” are the laws and regulations for the construction and management of small hydropower. They must be followed by water conservancy and hydropower builders.
