业主作为工程修建全过程直接参与者,其管理水平的高低在很大程度上决定着投资效果的优劣。工程实施的各个阶段通过组织、技术、经济以及合同管理等手段,合理地确定并有效的控制工程造价,是业主建设管理工作的主要任务之一。《水利工程工程量清单计价规范》的颁布实施,要求业主在对新的计价方法做到正确理解基础上,明确造价管理工作重点、进一步提高专业水平、实现工程造价全面、有效地主动控制。
Owners as a direct participant in the construction of the whole process, the level of its management to a large extent determines the pros and cons of investment results. It is one of the main tasks of the owner to build and manage the project to reasonably determine and effectively control the project cost through various stages of project implementation, such as organization, technology, economy and contract management. The promulgation and implementation of the “Water Quality Bill of Quantities Specification” require owners to make a correct understanding of the new pricing method, clear the focus of cost management, to further improve the professional level, to achieve full and effective project cost control initiative.
