包容性发展是中国经济协调发展时期地方政府竞争的价值选择。地方政府竞争实践应以包容性发展为逻辑前提,规避竞争的负面效应。包容性发展对地方政府竞争的价值指导体现在机会公平和结果公平的统一、价值理性和工具理性的统一、主体性和主体间性的统一。设计包容性的制度将促使包容性发展价值得到地方政府的认同:构建包括多元考核维度和多元考核主体的政绩评价制度;中央应通过制定区域竞争规范、组建区域协调组织、缩小合作各方发展差距,推动建立地方政府间合作协调机制。
Inclusive Development is the Value Choice of Local Government Competition in the Coordinated Development of Chinese Economy. The competition practice of local governments should take inclusive development as the logical premise to avoid the negative effects of competition. The value guidance of inclusive development to the competition of local governments is reflected in the unification of fairness of opportunity and fairness of results, the unification of value rationality and instrumental rationality, the unity of subjectivity and intersubjectivity.
