2003年是贯彻党的十六大精神,全面建设小康社会的开局之年。面对复杂多变的国际形势、突如其来的“非典”疫情和频繁发生的自然灾害,在党中央、国务院的正确领导下,交通行业认真贯彻落实中央的各项方针政策,以实现全面建设小康社会和交通新的跨越式发展为奋斗目标,按照部党组在全国交通工作会议上提出的要求,努力克服“非典”疫情带来的不利影响,团结奋斗,顽强拼搏,真抓实干,开拓创新,谱写出了交通改革发展的新篇章。全年交通基础设施建设进展顺利,港口生产持续增长,公路水路运输基本实现预期目标,为国民经济和社会发展做出了重要贡献。2
