非常态公共服务的供给不足与供给相对过剩之间的矛盾,极易导致非常态公共服务危机。这就需要建立健全非常态公共服务问责制。当前,完善非常态公共服务问责制,需要着眼于确立多元化的非常态问责主体,规范非常态公共权力,提升非常态公共需求表达与公共服务回应能力,重构非常态政府业绩与责任评估体系和加强非常态问责文化建设等诸多方面。
The contradiction between the supply of unsustainable public services and the relative surplus of supply can easily lead to the extraordinary crisis of public services. This requires establishing and improving the accountability system for abnormal services. At present, perfecting the accountability system for unsustainable public service needs to focus on the establishment of diversified non-normal subjects of accountability, regulating the abnormal state public authority, enhancing the abnormal state of public demand expression and public service response ability, and reconstructing the abnormal state government performance and responsibility Assessment system and strengthen the non-normal culture of accountability and many other aspects.
