云南阳宗海发电有限责任公司提出改革与发展总的指导思想是:以邓小平同志建设有中国特色社会主义理论为指导,全面贯彻党的十四届五中全会精神,按照“产权清晰、权责明确、政企分开、科学管理”的原则,坚持“公司制改组,商业化经营,法制化管理”的取向,规范化建立现代企业制度,转换机制,加强管理,降低成本,提高效益,把云南阳宗海发电有限责任公司建成具有市场竞争功能的“自主经营、自负盈亏、自我约束、自我发展”的独立发电厂。整个工作分三个阶段进行。
