乡镇党委书记作为乡镇基层社会的直接领导者,他们的协商民主意识直接影响到所辖地区基层协商民主的发展程度和质量。问卷调查结果显示,协商民主仍未成为大多数基层领导干部的治理共识。无论是对协商民主价值理念的认知,还是对基层协商民主建设实践的探索与创新,以及对自身在基层协商民主建设中的职责与使命的认识都还需要下大力气解决。协商民主理念的强化、体系的建立、制度的完善和协商能力的培养,都需要在基层实践中不断推进。
As the direct leader of township grass-roots society, the township and town party secretaries directly influence the development and quality of the consultative democracy at the grass-roots level in the areas under their jurisdiction. The results of the questionnaire survey show that deliberative democracy has not yet become the governing consensus of most leading cadres at the grassroots level. Whether it is the cognition of the concept of deliberative democratic values, the exploration and innovation of the practice of grassroots consultation and democratization, and the understanding of their own responsibilities and missions in the process of building democratic consultation at grassroots level, great efforts need to be made. The idea of consultative democracy should be strengthened, the establishment of the system, the improvement of the system and the cultivation of the consultative capacity need to be continuously promoted in the grassroots practice.
