1996年10月29日江泽民主席签署了颁布《中华人民共和国乡镇企业法》的主席令,1997年1月1日正式施行。一年来,《乡镇企业法》的颁布施行对乡镇企业的发展走上依法管理、依法经营轨道起了重要作用。省委、省人大、省政府对贯彻实施《乡镇企业法》十分重视,提出了明确学习和贯彻实施的要求。各级各部门做了大量工作,《河北日报》等省级新闻单位联合组织了面对社会的《乡镇企业法》知识竞赛,各地新闻机构开设专栏或专题节目,系统宣传《乡镇企业法》,使《乡镇企业法》逐步深入人心。各级乡镇企业行政管理部门集中力量组织了骨干企业法人代表的学习培训和乡镇企业行政管理人员的执法培训。
