本文旨在设定一个概念框架以帮助读者理解近年来国际上对于公共治理测量的发展。文章首先勾勒出1990年代公共部门从“提供好的服务”到“善治”的转变,并且给出了“治理”以及“公共治理”的概念,进而指出“好的公共治理”所应包含的维度。作者首先指出现在人们不仅对服务的质量感兴趣,而且已经开始关注生活质量的改善以及治理过程的改进;其次,作者认为在世界范围内,对于“善治”的测量标准是随着情境的变化而变化的;再次,作者在文中还讨论了善治的测量是如何被推动的;最后,作者展示了一种当今世界被广泛试行的测量公共治理的新途径。
This article aims to set a conceptual framework to help readers understand the international development of public governance measurement in recent years. The article first outlines the transition of the public sector from “providing good services ” to “good governance ” in the 1990s, and gives the concepts of “governance” and “public governance”, pointing out that “good Public governance ”should include the dimensions. The author first points out that nowadays people are not only interested in the quality of service, but also have begun to pay attention to the improvement of the quality of life and the improvement of the governance process. Secondly, the author thinks that the measurement standard for “good governance” in the world is as follows: The author also discusses how measurement of good governance is promoted; and finally, the author shows a new approach to measuring public governance that is widely piloted in the world today.
