目的应用德尔菲法建立疾控机构应急能力评价指标体系。方法综合文献研究和专家讨论拟定评价指标体系初稿,以浙江省为例,开展德尔菲法专家咨询,对专家积极程度、权威系数和协调程度进行评价,并采用比例分配法确定评价体系中各指标的权重。结果有卫生行政、科研机构和疾控机构等17名专家参加了3轮德尔菲咨询,问卷回收率分别为94.12%、87.50%和88.24%,权威系数为0.81±0.05;建立了由应急体系、应急队伍、应急保障、应急处置、监测预警、科研与合作交流以及信息沟通与部门协作等7个一级指标、22个二级指标和77个三级指标构成的评价指标体系;一、二、三级指标重要性和必须性的协调系数均大于0.5,分别为0.701、0.531、0.547和0.697、0.629、0.548(P<0.01);各指标得分变异系数取值范围为0.00~0.24,均<0.25。结论建立的评价指标体系专家积极程度、权威系数和协调程度高;该指标体系构建符合疾控机构应急能力评价要求。
Objective To establish the evaluation index system of emergency response capability of CDC using Delphi method. Methods Based on the literature review and expert discussion, the first draft of the evaluation index system was drawn up. Taking Zhejiang Province as an example, Delphi expert consultation was carried out to evaluate the experts’ positive degree, authority coefficient and coordination degree. The proportion distribution method was adopted to determine the indexes of evaluation system the weight of. As a result, 17 experts, including health administrations, scientific research institutes and disease control agencies, participated in the three rounds of Delphi consultation. The questionnaire recovery rates were 94.12%, 87.50% and 88.24% respectively, with the authority coefficient of 0.81 ± 0.05. The emergency response system, Seven first-level indicators, 22 second-level indicators and 77 third-level indicators constitute the evaluation index system; one, two, three, The coordination coefficients of the importance and necessity of the three indexes were all greater than 0.5, which were 0.701,0.531,0.547 and 0.697,0.629,0.548, respectively (P <0.01). The coefficients of variation of each index ranged from 0.00 to 0.24, all <0.25 . Conclusion The evaluation index system established by experts has a high degree of positiveness, authority coefficient and coordination degree. The index system is constructed in accordance with the evaluation requirements of emergency response capability of CDC.
