在国内金融市场日益开放的形势下，加强金融监管，特别是对外资银行的监管日显重要。对外资银行总体政策，应从改革开放初的利用和限制相结合并给予一定优惠的原则，过渡到“对等互惠为主，辅以适当保护”的混合监管政策，以“等业务”吸引ＦＢ进入，以“严格监管”保护民族银行业发展。作者认为，对在华ＦＢ监管，可以从三个方面着手：加强ＦＢ引进的管理、加强ＦＢ经营的管制、加强ＦＢ监管所必须的外部环境。
Under the increasingly open domestic financial market, it is increasingly important to strengthen financial supervision and control, especially for foreign-funded banks. The overall policy of foreign-funded banks should be based on the principle of combining benefits and restrictions at the beginning of reform and opening up and giving some preferential treatment to a mixed regulatory policy of “reciprocal reciprocity and supplemented by proper protection”, and attract FBs to enter the “other business” , “Strict regulation” to protect the development of national banking. The author believes that the supervision of FB in China can start from three aspects: to strengthen the management of FB imports, strengthen the control of FB operations, and strengthen the supervision of FB necessary external environment.
