回归课程标准增强权利义务观念,是法制教育的重要目标。《全日制义务教育思想品德课程标准(实验稿)》在课程分类目标中把“尊重权利,尊重法律”明确规定为情感、态度、价值观目标之一。在内容标准“我与他人的关系”部分提出了“权利与义务”的总体目标:“了解宪法与法律对公民权利和义务的规定,能够正确行使权利,履行义务。”其中,既包括认知目标即了解法律规定,又包括情感和能力目标即正确行使权利、自觉履行义务。
Returning to the curriculum standards to strengthen the concept of rights and obligations is an important goal of legal education. The “Standards for Ideological Morality Courses in Full-time Compulsory Education (Experimental Draft)” clearly stipulates “respecting rights and respecting the law” as one of the goals of emotions, attitudes, and values in the curriculum classification goal. In the content standard “My relationship with others” section, we put forward the general goal of “rights and obligations”: “Understanding the constitution and the law on the rights and obligations of citizens, the right to exercise rights, fulfill obligations. ” Among them, including cognitive goals that understand legal provisions, but also emotional and ability goals that the right to exercise the right to consciously fulfill obligations.
