近三,四年来俄中双方往来的经验表明,边境合作是两国经济联系中最活跃的一个方面。不过,就现有形式看,这种联系还只是初级的,限于企业、贸易团体之间的易货贸易,商业性的一日游,为相互联系提供服务的基础设施方面的一些工作。应该说,这是极简单的活动形式。 现有的这些形式的潜力已经不大了,为适应边境合作进一步发展的需要,就必须寻求新的途径,所以合作形式的转变势在必行。当然,究竟实行何种新的合作形式,采取怎样的运行机制,尚需探索。而这种探索并不是一件轻松的事情,因为它需要弄清两国经济发展的基本状况,确定边境地区在整个国民经济和相互经济贸易联系中的地位和作用,要发挥这种作用应具备什么条件。这自然不是轻而易选就能做好的。为了进行有效地探索,既要对现有合作模式做些必要的分析,又应在此基础上提出新的有科学依据的构想。
