日本国有铁道虽然和人民生活紧密相关,但每年出现庞大的赤字,现在累积赤字已超过6兆日元,长期的债务也已上升到14兆日元,正处在危机的状态。实际上,现在政府从人民交的税收中用于国铁的超过7,000亿日元,这相当千一人平均负担约6,000日元。由于国家财政上的限制,不可能再增加对国铁的资助,而运费的上涨,又增加使用者的负担。在这种情况下,1980年秋举行的临时国会,讨论和制定了“日本国有铁路改建特别措施(一般叫国铁改建法)”。
Although the state-owned railway in Japan is closely linked with the people’s livelihood, a huge deficit occurs each year. Now the cumulative deficit has exceeded 6 trillion yen and the long-term debt has risen to 14 trillion yen. This is in a crisis situation. In fact, the government now uses more than 700 billion yen of the national railway from the taxes paid by the people, which is an average of about 6,000 yen. Due to the financial constraints of the state, it is impossible to increase the subsidy to the country’s railways. However, the increase in shipping costs will increase the burden on users. Under such circumstances, the provisional parliament held in the autumn of 1980 discussed and formulated the “Special Measures for the Reconstruction of State-owned Railways in Japan (Generally called the National Rail Reform Law).”
