自2005年撤县设区以来,由于辖区大辐减少,广西南宁市邕宁区检察院受理的案件数量大幅度下降,审查公安机关报捕的刑事案件和受理群众控告举报线索数也随之下降,其他方面获得的线索更少,很大程度上增加了发现立案监督线索的难度。由于案件少,办案人员在办案时就容易产生麻痹大意的心理,对于公安机关应当立案而不立案的案件,在审查时很容易忽略掉其中的细节,漏掉监督线索。笔者在工作实践中感受到,检察机关立案监督案件线索来源渠道过窄,搞好这方面的调研工作,对规划和开展下一阶段的立案监督工作有一定的借鉴价值。
Since the withdrawal from the county in 2005, the number of cases accepted by the Procuratorate of Suining District in Nanning City of Guangxi Province dropped drastically. The number of censorship of criminal cases reported by public security organs and the number of complaints and appeals received by the masses also dropped. Fewer clues were obtained elsewhere, greatly increasing the difficulty of finding clues to filing cases. Due to the small number of cases, investigators are prone to paralysis psychology when handling cases. Cases in which public security organs should file cases without filing the case easily overlook the details and omit supervision clues. The author feels in practice that procuratorial agencies have a narrow source of clues in filing cases and supervising cases, and does a good job in investigation and research in this regard, which is of some reference value to planning and carrying out the next stage of filing supervision.
