华东今春雨水失调,旱涝互见,最近半月以来,久晴不雨。浙江、苏南、皖南、皖北有部份地区已发生旱象,而棉麻地区尤为严重。干晴时期如持续下去,将普遍发生旱象,同时雨季将至,久旱之后,可能大涝,这对于棉粮增产都有重大影响。今后数月为农作物的主要生长季节,亦为完成预定生产任务争取丰收的关键时期,我各级人民政府与农林、水利部门应吸取去夏及今春的经验教训,加倍警惕,明确认识夏季抗旱与防涝是相互交错、持续不断的工作,不允许我们有丝毫松懈。在目前已发生旱象地区,应大力发动组织群众进行抗旱;未发生旱象地区,应注意防旱,以及积极准备防涝的工作,为此特作下列指示:(一)凡已呈旱象的地区,应坚决克服干部与群众中等待下雨的侥幸心理及天不下雨没有办法的悲观情绪,迅速召开区乡干部会议,从检查旱灾情况着手,说明领导抗旱生产的重要性,总结已有抗旱经验,订出切实可行的抗旱生产计划。再进一步召开农民代表会议,破除群众在抗旱生产
