财务委派制是当前企业集团发展壮大中,加强财务管控,实现股东财富保值增值的重要手段。工程单位施工企业集团,工程项目分布区域广泛,管理重点各有不同。特别是,在我国经济进入新常态发展的环境下,伴随结构调整与产业转移,工程单位的工程项目越来越多的向海外拓展,加剧了工程单位项目管理的难度。在此背景下,财务委派制成为工程单位加强工程项目管控的主要措施。本文从分析工程单位实施财务委派制的必要性出发,重点对实施财务委派制存在的主要问题进行了阐述,并在此基础上提出了加强工程单位财务委派制管理的主要对策。
Financial appointments system is an important means for the development and expansion of the current enterprise groups to strengthen financial control and achieve the goal of preserving and increasing shareholder wealth. Engineering units Construction enterprise groups, projects distributed in a wide range of areas, different management priorities. In particular, with China’s economy entering a new normal development environment, with the structural adjustment and industrial transfer, engineering units in engineering units are increasingly expanding overseas, aggravating the difficulty of project management in engineering units. In this context, the financial appointment system has become the engineering unit to strengthen the project management and control of the main measures. Based on the analysis of the necessity of implementing the financial appointing system by engineering units, this article mainly elaborates the main problems existing in the implementation of financial appointing system, and on this basis, puts forward the main countermeasures to strengthen the financial appointing system of engineering units.
