在国家高新区非均衡发展的背景下,以科技部国家高新区数据为依据,构建了国家高新区非均衡评价模型和指标体系,并通过采用相对偏差模糊矩阵法进行了实证分析。研究发现:我国国家高新区已进入五层分化的非均衡发展阶段,呈现出支撑能力、创新能力、社会贡献能力、国际创汇能力同步非均衡发展的表现形式。在此基础上提出了国家高新区平衡发展的建议。
Under the background of the unbalanced development of national hi-tech zones, based on the data from the National High-tech Zone of Ministry of Science and Technology, the non-equilibrium evaluation model and index system of national hi-tech zones are constructed and empirically analyzed through the use of relative deviation fuzzy matrix method. The study found that: China’s national hi-tech zones have entered the unbalanced development stage of five-tiered differentiation, presenting the manifestations of simultaneous unbalanced development of supporting capabilities, innovative capabilities, social contribution capabilities and international foreign exchange earning ability. On this basis, we put forward suggestions for the balanced development of national hi-tech zones.
