住宅空置率是当前热点话题,但有关争论至今对其内涵与意义并没有给出明确答案。住房空置率在定义上是清晰的,在统计技术上是可行的,其数据对房地产调控方向与精确度具有重要的参考意义。传言中的中国6540万套空置房并不可信,但应尽快结合房价走势,对其进行调查分析。从可操作层面对待空置住宅,宜疏导结合,采取减税免税鼓励出租、组建公共租赁住房公司代租、拓宽投资渠道、规定新建住宅装修后才能出售等多种调控手段。
The vacancy rate of residential quarters is a hot topic at present, but so far the contention and connotation have not given a definitive answer. The vacancy rate of housing is clearly defined in terms of statistics and is feasible in statistical techniques. Its data have important reference meaning for the direction and accuracy of real estate regulation and control. Rumors of 65.4 million vacancies in China is not credible, but prices should be combined with the trend as soon as possible to carry out investigation and analysis. From the operational level to be vacant residential, should ease the combination, to take tax breaks to encourage rent, set up public rental housing company rent, broaden investment channels, provide for the sale of new residential decoration and other control measures.
