根据《中华人民共和国国防法》和《陕西省国防动员潜力调查实施细则(试行)》的规定,为适应军事斗争需要,全面摸清和掌握西安市国防动员潜力底数,根据省国防动员委员会的统一安排和要求,从今年7月至12月份在全市范围内进行国防动员潜力调查。现将有关事宜通知如下:一、提高思想认识,自觉依法履行国防义务国防动员潜力调查是指对可能用于战争或其它紧急事态的人力、物力、财力和技术等潜在力量进行调查和统计的活动。国防动员潜力调查的结果是国家平时进行军事战略决策和战时实施动员的重要依据,对于把战争潜力迅速转化成战争实力进而赢得战争胜利具有十分重要的作用。《中华人民共和国国防法》规定:“中华人民共和国公民应当依法履行国防义务”、“一切国家机关和武装力量、各政党和各社会团体、企事业单位和公民,
