组织沿海先进地区的纺织工业企业,帮助内地发展纺织工业生产,是我们发展纺织工业的一条重要措施。早在五十年代,我们从上海、青岛、天津等沿海地区的一些老企业中抽调了一批干部、技术人员和熟练工人,成建制地支援内地新建企业,同时承担了为这些新建企业培训技术骨干的任务。六十年代,为了提高内地新兴纺织工业基地的生产技术水平,我们又组织了沿海企业同内地企业多种形式的互帮互学活动。1973年,为了尽快改变三线地区纺织工业落后于沿海地区的状况,我们在全国范围组织了八个互帮互学小组,定期召开技术经验交流会,交换生产技术资料。
