现代的人力资源观认为对人力的投入不是一项花费,而是一项投资,而且这种投资是有产出的,并能不断产生出更多的回报。国外许多知名企业在这方面做得非常成功,而我国的许多企业没有树立人才投资回报观,或重视短期投资回报率,或者对人才投资的回报前景担忧,不敢承担人力资本的风险。人力资本具有的特点1.人力资本的能动性。人力资本所有者在受到激励的时候,会不断释放能量,创造佳绩;在受到挫折时,则会将其人力资本部分地“关闭起来”。美国哈佛大学管理学院詹姆斯教授对人力资本的能动性曾做过专题研究。研究结果表明,如果没有激励,一个人的能力只不过发挥
