从1994年起,人民银行对商业银行试行资产负债比例管理。1996年底,正式出台了“商业银行资产负债比例管理监控、监测指标和考核办法”。从1998年1月1日起,取消对国有商业银行贷款限额控制。资产负债比例管理进入实质性阶段。
