随着社会主义民主政治的发展和我国公共政策的不断完善,公共政策执行越来越成为政府实施公共管理的重要手段。目前我国的监督手段主要有人大监督、行政监督、社会监督等方式,并逐渐形成体系,各种监督手段在公共活动中都能发挥重要作用,但在我国发展的重要阶段,各种监督方式仍然有着各种问题。比如人大监督的不作为,行政监督的法律体系不完善,社会监督的手段不健全等。如何解决这些问题,成为摆在我国改革开放路上的一个难题。
