为中国足球早日冲出亚洲,走向世界,以化解、克服国家队备战、参加世界大赛矛盾为主要目的。运用文献资料、问卷调查、专家访谈等研究方法,在梳理、比较我国足球职业联赛赛制与欧洲五大职业联赛赛制现状、存在问题基础上,通过年度赛制与跨年度赛制的利弊比较,提出了中国足球职业联赛施行跨年度赛制的目标模式。并根据我国实际情况,制定了5项具体措施:设置冬歇期,避开北方最寒冷时期;铺设地暖或设置保温层,保证北方主场草皮质量;配备冬季装备,保证正常训练、比赛;微调部分东北比赛主场或比赛场次;科学规划国家队备战、参加世界大赛方案与联赛规程。
