随着社会主义市场经济体制的建立,作为第三产业的医疗机构必须适应社会主义市场经济的发展,由过去的依懒型向经营型转变。我国卫生事业的性质决定了医院提供卫生服务的消耗应由国家财政预算和医疗收费双重补偿。但是长期以来,财政差额补助严重不足。从我省情况看,1993年省级7所医院的财政差额补助仅占职工工资的66.64%,而且呈逐年下降的趋势;我省现行的多项手术收费仅为1989年同项手术成本(不含工资)的17.59%,医疗技术性操作收费仅为邻省同类项目收费标准的27.30%,手术收费为邻省的22.71%。可见,我省医疗收费已远远低于邻省医疗
With the establishment of the socialist market economic system, medical institutions as the tertiary industry must adapt to the development of the socialist market economy and change from the past lazy to the operating type. The nature of China’s health industry determines that the consumption of hospital-provided health services should be compensated by the state’s financial budget and medical fees. However, subsidies for fiscal balances have been severely inadequate for a long time. From the perspective of our province, in 1993 the subsidies for the 7 provincial-level hospitals accounted for only 66.64% of the wages of employees, and it showed a trend of declining year by year. The current number of surgical charges in our province was only the same cost of surgery in 1989 (not 17.59% of the wages included. The medical technical operation charges were only 27.30% of the charges for similar projects in neighboring provinces, and the surgical charges were 22.71% of the neighboring provinces. It can be seen that the medical fees in our province are far lower than those in neighboring provinces
