行政规章在现代立法和现代生活中具有重要地位。在目前的宪政体制、法律文化、经济法制全球化和公共行政世界性范式革命的背景下,如何描述行政规章在信息和福利社会的性质、角色和功能,成了中国行政法学和行政法治的当务之急。2002年10月吉林人民出版社出版了崔卓兰教授、于立深博士合著的《行政规章研究》一书,这是一部系统研究行政规章问题的力作。笔者认为该书的主要特色是:
