一、一般情况大会于1983年4月12日至4月16日在浙江杭州召开。中国国家海洋局局长罗钰如、浙江省付省长汤元炳、美国国家海洋局局长伯恩参加了这次会议。由汤元炳付省长致开幕词、罗钰如局长、伯恩局长讲了话。出席这次大会的国家有七个,共计正式代表152人,其中法国1人,西德1人,日本8人,荷兰1人,挪威1人,英国5人,美国33人,中国105人,加上工作人员共200余
First, the general situation The General Assembly in April 12, 1983 to April 16 held in Hangzhou, Zhejiang. Luo Yuru, director of China’s State Oceanic Administration, Tang Yuanbing, governor of Zhejiang Province paid pay-offs, and Behun, director of the U.S. National Oceanic Administration, attended the meeting. The opening speech was given by Governor Tang Yuanbing to the Governor Luo Yuru and Secretary Burne.
