一、问题的提出当前,很多企业都在搞经济承包责任制,它对调动职工的生产积极性,稳定和发展企业经营,起到了重要的作用。特别是党的十四大提出建立社会主义市场经济体制以后,更有一些同志片面认为承包制是解决各种问题的万能钥匙,再搞立功竞赛活动就没有必要了。我认为:建立社会主义市场经济体制以后,立功竞赛活动不但不能偃旗息鼓,反而应该在新形势下深入研究其特点,切实改进其工作,更广泛深入地、切实有效地开展立功竞赛活动,并和完善经济承包责任制更紧密地结合起来,坚持唯物辩证法,从不同侧面发挥其威力。因为:(1)社会主义市场经济体制强调把企业推向市场,企业是承担自负盈亏责任的主体,如果没有职工的生产积极性,企业就不可能有好的效益,
