本文运用个人信息保护法的相关理论分析了我国传统流动人员人事档案管理存在的问题,并进行深刻的反思。提出建立流动人员人事档案与档案信息本人见面制度,制定科学的鉴定、更正和更新程序,明晰人事档案管理主体、人事档案形成单位、档案信息本人的权责关系,建立个人信息监督、保护机构,建立“人事立户”的存档新模式等设想。
This paper analyzes the existing problems of personnel file management of our country’s traditional mobile workers with the related theory of personal information protection law and carries out profound reflection. Proposed to establish a personal system of personnel files and file information of migrants, formulate scientific appraisal, correction and updating procedures, clarify the relationship between rights and responsibilities of the main body of personnel files, the personnel archives formation unit and the file information itself, and establish the personal information supervision and protection institution, Set up a new mode of archiving of “establishing personnel according to account”.
