本文将前沿的公共管理理论——“整体政府”理论引入档案管理领域,拓展档案管理的内涵和外延,试图解决当下档案管理中存在的突出问题,形成新的档案协同管理模式与理念。重点阐述了基于“整体政府”理论的档案协同管理的三个核心:一是围绕为公民提供无缝隙服务,建立有效的协同驱动力内核;二是根据协同内容与范围,构建档案信息协同管理整体构架;三是参照先进经验,搭建可提供无缝管理与服务的档案(政府)信息管理平台。
This paper introduces the frontier theory of public management - “overall government ” into the field of file management, expands the connotation and extension of file management, tries to solve the outstanding problems in current file management and forms a new mode and concept of file collaboration management. Focusing on the three core of archives collaborative management based on “whole government ” theory: one is to provide a seamless service for citizens and establish an effective kernel of synergistic driving force; the other is to build archival information synergies according to the content and scope of collaboration Management of the overall framework; the third is based on advanced experience to build to provide seamless management and services of archives (government) information management platform.
