改革开放以来,随着社会主义市场经济体系的日臻完善,我国再生资源产业规模逐步扩大,区域性集散市场初步形成,技术水平有所提高。然而,当前我国再生资源产业的发展在政府调控方面还存在着以下几方面的突出问题:首先,政府管理部门的分工分布不太合理;其次,现有的税收政策存在缺陷;再次,市场准入规则缺失导致无序竞争。因此,我国当前急应借鉴发达国家在再生资源产业发展政府调控方面的成功经验,制定正确的方针和目标,加快再生资源产业发展的对策选择,同时,建立并完善再生资源回收利用的运作平台,并通过立法促进并规范再生资源产业的体制改革,以加快再生资源产业的发展。
