经过数十年的发展,特别是改革开放20多年来的高速发展,中国民航的整体实力有了很大的提高,拥有了先进的生产设备设施和较为完善的技术管理系统,为实现由民航大国向民航强国的历史性跨越奠定了良好的基础。但同样不可否认的是,在民航,先进的设备设施与人力资源的素质和管理水平存在着很大的差距。要建成民航强国,就必须满足行业发展壮大对人才的需求,使人力资源成为民航的战略性资源,真正成为企业乃至行业的核心竞争力。在此,本刊约请部分机场、航空公司负责人力资源的同志撰写文章,介绍他们在市场经济条件下人力资源战略和管理工作方面的新做法新建树,以及对实施人力资源管理的认识和见解。
After decades of development, especially the rapid development of reform and opening up over the past 20 years, the overall strength of China Civil Aviation has been greatly improved, with advanced production equipment and facilities and a more complete technical management system. It laid a good foundation for the historical leap forward of a civil aviation power. But it is equally undeniable that there is a big gap between the quality and management level of civil aviation, advanced equipment and facilities and human resources. If we want to build a powerful nation in civil aviation, we must meet the demand for talents for the growth and development of the industry so that human resources will become a strategic resource for civil aviation and truly become the core competitiveness of enterprises and industries. Here, we invite some comrades in charge of human resources from airports and airlines to write articles describing their new achievements in human resources strategy and management in a market-based economy and their understanding and opinions on the implementation of human resources management.
