2013年,国家主席习近平提出了“一带一路”战略后,中蒙俄产能合作进入新时期。蒙俄作为“一带一路”沿线国家和中国陆上邻国,与中国产能合作已取得了一定成绩,但也存在文化认同差异、社会环境制度差异、技术标准差异等问题。“一带一路”战略下,中蒙俄三国产能合作存在巨大潜力,三国战略目标的基本一致性与“中蒙俄经济走廊”的建设将会缓解中蒙俄三方产能差异。对此,需要三国政府共同努力,提升文化认同感;以统一方式进行结算,提高产能合作保障;加强基础设施建设,提高产能输出效率。
In 2013, after President Xi Jinping proposed the “Belt and Road” strategy, capacity-building cooperation between China, Mongolia and Russia entered a new era. As a country along the “Belt and Road” and neighboring countries on land in China, Mongolia and Russia have made some achievements in cooperation with China in their capacity-building. However, there are also problems such as cultural identity differences, social environment regime differences and technical standards differences. Under the strategy of “One Belt, One Road”, there is great potential for capacity-building cooperation between China, Mongolia and Russia. The basic consistency of the strategic objectives of the three countries and the construction of the “China-Russia-Russia Economic Corridor” will ease the differences in production capacity between China, Mongolia and Russia. In this regard, the governments of the three countries need to make concerted efforts to promote cultural identity, settle accounts in a unified way, and increase cooperation in production capacity protection; strengthen infrastructure construction and increase output efficiency of production capacity.
