全国党校系统《资本论》研究会第四届理事会暨第六届年会于1994年7月19日——23日在辽宁省委党校召开。参加会议代表共有76人。这次会议的主题是《资本论》与市场经济。与会代表围绕这一主题从不同侧面、不同角度进行了深入研讨。大家一致认为,马克思的《资本论》是发展社会主义市场经济的理论基石,它在现阶段不仅没有过时,而且是探索社会主义市场经济体制建设的理论指针。这次年会讨论的主要问题有以下几个方面:(一)关于价值规律与会代表认为:1.马克思在《资本论》中阐明的价值规律是市场经济的基本规律。无论任何社会,只要市场经济存在,价值规律就必然发生作用。2.价值规律是一个体系,这个体系包括价值规律本身,这是价值规律体系的基础部分,同时还包括价格规律、供求规律、竞争规律。3.要运用价值规律及其作用形式的理论指导企业生产。价值规律也是市场调节的机制,企业生产规模的扩大或缩小,即企业的资源配置,必须依照价值规律来调节,使资源向着效益高的部门流动,向着产业政策方向流动。4.关于怎样在发展社会主义市场经济中自觉依据
National Party School “Capital” Research Association The fourth council and the sixth annual meeting July 19, 1994 - 23, held in Liaoning Provincial Party School. A total of 76 delegates attended the conference. The theme of this meeting is “Capitalism” and the market economy. Participants around the theme from different sides, from different angles conducted in-depth discussion. All agreed that Marx’s “capital theory” is the theoretical foundation for the development of a socialist market economy. At the present stage, it is not only out of date, but also a theoretical guideline for exploring the socialist market economic system. The main issues discussed in this Annual Meeting include the following aspects: (1) On the law of value The representatives attending the meeting said: 1. The law of value set forth by Marx in Capital is the basic law of the market economy. No matter what the society, as long as the market economy exists, the law of value inevitably has an effect. 2. The law of value is a system that includes the law of value itself, which is the basic part of the law of value, and also includes the law of price, the law of supply and demand and the law of competition. 3. To use the law of value and its role in the form of theory to guide the production of enterprises. The law of value is also a mechanism for market regulation. As the scale of production of enterprises expands or shrinks, that is, the allocation of resources of enterprises must be adjusted in accordance with the law of values so that resources flow toward sectors with high efficiency and flow toward industrial policies. 4. On how to consciously base ourselves in developing a socialist market economy
