前言在新的历史时期,面对经济全球化与全球信息化趋势,以及入世后的挑战,我们更加意识到加快发展的紧迫感。我部正在拟定“十一五”产业发展战路及规划,产业发展要找准定位,必须服务于新的历史时期国家总体发展目标的实现,要为我国现代化与信息化建设做好技术支撑与服务;要根据我国全面建设小康社会,加快实现社会主义现代化和推进信息化建没,构建社会主义和谐社会的整体战略部署的要求,找出信息产业目前的差距和前进的方向,要面向市场与用户的需求确定产业发展的目标和重点,同时要努力提升信息产业为促进国家经济与社会协调发展的能力与作用,这是信息产业生存的根基。
