对保险费率进行严格管制带来许多弊端 ,即违背了保险定价的基本原理 ,抑制了保险公司的经营灵活性 ;保险费率缺乏弹性 ,不能随市场竞争规律灵敏地调节和反映供求 ;先批准后实行的费率管制方式容易使保险公司处于被动地位 ;严格的费率管制不利于保险经纪人的发展 ;费率管制保护了市场垄断 ,不利于新成立的小公司的发展。与刘子操教授的看法相反 ,本文认为入世并不构成推迟实行费率市场化的理由 ,对费率市场化应具备的一系列条件应以动态和发展的眼光去看待。
Strict control of the insurance premium rate brings many drawbacks, that is, runs counter to the basic principles of insurance pricing and inhibits the operating flexibility of insurance companies. The insurance premium rate is inelastic and can not be flexibly adjusted and reflects the supply and demand in accordance with the law of market competition. After the implementation of the rate control method is easy for the insurance company in a passive position; stringent rate control is not conducive to the development of insurance brokers; rate control to protect the market monopoly is not conducive to the development of newly formed small companies. Contrary to Professor Liu Zhaoyan’s view, this article argues that WTO membership does not constitute a justification for postponing the marketization of tariffs. The series of conditions that marketization of tariffs should be viewed in a dynamic and developmental perspective.
