围绕今明两年地方党委换届,着眼于更长远的干部人事制度改革,中央最近连续发出《党政领导干部职务任期暂行规定》一系列文件。而按照中组部《体现科学发展观要求的地方党政领导班子和领导干部综合考核评价试行办法》,这次换届与以往最大的不同,就是引入民意调查,将干部的选拔权、推荐权交给了群众。这是中央推进民主执政的一个重要标志。按照中央要求,各地也开始有针对性地调整干部选拔标准,重庆、河南等地已先后出台新的市县领导班子和干部考核评价办法,其中最引人注目的是浙江省,其考核评价办法有三点引人注目。用新的干部考评体系来调整地方官员的行为,已成为当前加强执政能力建设的核心课题和最重要的政治任务。
