“服务”精神作为现代行政法治的理论精神,蕴含着十分丰富的价值内涵。然而,警察行政执法的服务职能一直以来都被淡化和忽视,背离了服务精神的根本要求。随着我国公民权利的倍受关注以及市场经济的迅速发展,警察的服务职能日趋成为理论研讨的重点。但是,警察的行政执法服务不应是泛泛的,应该有确定的原则限制,其内容也应该具体明确,便于警察机关顺利实施。因此,对于警察行政服务职能的细化分析,具有重大的现实意义。
“Service ” spirit as the theoretical spirit of modern administrative law, contains a very rich value connotation. However, the service function of police administrative law enforcement has always been diluted and ignored, deviating from the fundamental requirement of service spirit. As the civil rights in our country have drawn much attention and the rapid development of the market economy, the service function of the police has become the focus of theoretical discussions. However, the police administrative law enforcement service should not be generalized and should have definite principle limits. Its contents should also be specifically specified so as to facilitate the smooth implementation of the police. Therefore, the detailed analysis of the function of police administrative service has great practical significance.
