文章结合现代煤炭企业的实际,针对固定资产投资项目从项目的可行性研究、决策、审批、筹资、设计、招投标、合同签订、工程施工、设备材料采购与供应、工程核算与结算、概预算审查等方面存在的诸多风险,论述了风险管理的必要性和投资项目风险的控制监督,通过对项目投资程序的执行、初步设计概算的编制和建设过程业主、项目监理、施工及采购等环节的审查、合同的执行、项目变更及资金到位、使用情况和项目竣工决算风险控制及投资评价,找出项目管理和控制缺陷,提出意见和措施。
