How to effectively enhance the competitiveness of large and medium-sized state-owned enterprises need to be solved urgently after China’s entry into the WTO. People are the main body of society as well as the main body of enterprises. Scientific human resources development is the key to maintaining the vitality of state-owned enterprises.
