地市级国资国企相比于中央和省级层面,无论是数量、还是体量都相去甚远,在实施改革过程中,不能生搬硬套中央国资国企改革的做法,应按照其不同类别及功能,优化国资国企监管体制架构,改建设立国有资本投资运营公司,分类确定国有资本所占比重。去行政化是国资国企改革的前提,地方政府要提供相关的配套改革措施为前提,保证公司治理制度上的监督权和管理权分离,转变国资监管机构和行业主管部门的职能。
