六月中旬,省建工局一行5人赴徐州,对市属国营建筑企业转换企业内部机制的情况,进行了实地调查。徐州市建管局下辖10个单位。其中,徐建公司所属13家企业有5家出现了亏损,盈亏相抵后,净亏损达438万元,个别企业已到了资不抵债,濒临倒闭的境地。市建管局在分析导致企业经济效益滑坡主客观原因的基础上,制订了“立足内治,争取外扶,深化内部改革,扭转被动局面”的工作指导方针。帮助企业从改革人事、用工、分配三项制度入手,转换企业内部经营机制,使直属建筑企业出现
In mid-June, a group of five people from the Provincial Construction and Industry Bureau visited Xuzhou and conducted an on-site investigation into the state-owned construction companies’ conversion of internal corporate mechanisms. Xuzhou City Construction Administration has 10 units under its jurisdiction. Among them, 5 out of the 13 companies owned by Xujian Company suffered losses. After a break-even of profits and losses, the net loss reached 4.38 million yuan. Individual companies have already reached insolvency and are on the brink of collapse. Based on an analysis of the subjective and objective reasons that led to the decline in corporate economic efficiency, the AAAB formulated guidelines for working on internal governance, seeking support from outside, deepening internal reform, and reversing the passive situation. Help enterprises to start from reforming the three systems of personnel, employment, and distribution, and transform the internal management mechanism of the company so that the directly-owned construction companies will emerge
