苏州市人民政府令笫118号《苏州市民办养老机构管理办法》已经2011年3月2日市政府第66次常务会议讨论通过,现予发布。市长阎立二○一一年三月十六日第一章总则第一条为规范民办养老机构的管理,维护老年人及民办养老机构的合法权益,促进养老服务事业健康有序地发展,根据有关法律、法规的规定,结合本市实际,制定本办法。第二条本市行政区域内民办养老机构的设立、服务与监督管理,适用本办法。本办法所称民办养老机构,是指国家机构以外的社会组织或个人举办的,为老年人提供住养、生活照料、康复护理等养老服务的机构。护理院、老年康复医院的设立及管理,按照医疗机构管理的有关规定执行。

Article 2 These Measures are applicable to the establishment, service and supervision and management of private pension institutions within the administrative regions of this Municipality. The term “private pension institutions” as mentioned in the present Measures refers to institutions organized by social organizations or individuals other than state agencies to provide elderly care services such as residential care, life care and rehabilitation care. The establishment and management of nursing homes and elderly rehabilitation hospitals shall be implemented in accordance with the relevant provisions of the management of medical institutions.
