长江引航机构是交通部设置在长江于线对外国籍船舶实行强制引航,对中国籍船舶提供引航服务的国家事业单位。自1981年6月8日经交通部港务监督局批准成立第一个长江引航站——南京港监引航站以来,长江引航迎风踏浪已跨过了17个年头。目前已有9个引航站,拥有145名正式引航员,共引领各种中外籍船舶61610多艘次,其中外轮22344艘次,为沿江地区的经济发展,为长江的开发利用作出了贡献。但其由沿江各港监局领导的这种分散管理体制,随着深化改革、扩大开放的进一步深入,已越来越不适应形势发展的需要。1996年6月长江港航监督局根据交通部刘松金副部长“长江安全行”的指示和长江航务管理局工作会议精神,在总结多年引航管理经验的基础上,作出了深化长江引航改革的决定。自此,在短短一年多时间里,顺利完成
