广播影视“十一五”发展前景展望

今年是国家经济和社会发展第十一个五年规划的开局之年。党的十六届五中全会强调.在全面建设小康社会的进程中.“十一五”时期具有承前启后的重要历史地位。这次全会通过的《中共中央关于制定国民经济和社会发展第十一个五年规划的建议》.为各级政府制定经济社会发展和各部门制定行业发展规划提供了正确科学的指导方针和基本原则.其中与“十一五”广播影视发展相关的要求.可概括为以下各点。(一)坚持正确的舆论导向.大力弘扬以爱国主义为核心的民族精神和以改革创新为核心的时代精神.进一步巩固全党全国各族人民团结奋斗的共同思想基础.为全面建设小康社会提供强大的思想保证和精神动力。(二)积极发展文化事业和文化产业.繁荣新闻出版、广播影视、文化艺术.创造更多更好的优秀文化产品,满足人民群众日益增长的精神文化需求。(三)加快发展农村文化教育事业.发展远程教育和广播电视“村村通”.发展农村通信.加强农村基础设施建设。(四)加强宽带通信网、数字电视网和下一代互联网等信息基础建设.推进“三网融合”.健全信息安全保障体系。(五)重点培育数字化音视频、新一代移动通信、高性能计算机及网络设备等信息产业群.加强信息资源开发和共享.推动信息技术普及和应用。(六)深化文化体制改革.建立党委领导、政府管理、行业自律.企事业单位依法运营的文化管理体制和富有活力的文化产品生产经营机制。加大政府对文化事业的投入.逐步形成覆盖全社会的比较完备的公共文化服务体系。这些要求为我国广播影视在“十一五”期间的发展指明了方向。 This year marks the first year of the eleventh five-year plan for national economic and social development. Strengthen rural infrastructure construction. Promote “triple play.” Improve the information security system. Establish party committee leadership, government management, industry self-regulation. These requirements point out the direction for the development of radio, film and television in our country during the “Eleventh Five-year” period.
