新环保法的修订和实施,再次折射出中国环保依然面临着严峻的挑战。2015年1月1日起,被称作“史上最严厉”环保法的最新环保法已正式开始实施。这次环保法的修订,主要包括加强环境保护宣传,提高公民环保意识;明确生态保护红线;对雾霾等大气污染的治理和应对;明确环境监察机构的法律地位;完善行政强制措施;鼓励和组织环境质量对公众健康影响的研究;排污费和环境保护税的衔接;完善区域限批制度;完善排污许可管理制度;对相关举报人的保护;扩大环境公益诉讼的主体;加大环境违法责任等十二个方面。
