Accelerating the opening up of the border areas between China and Russia is an important part of rejuvenating the Northeast. In 2007, the National Development and Reform Commission and the State Council revitalized northeast China After the publication of the “Revitalization Plan for the Northeast Region” by the Leading Group Office of the Industrial Base, the regional layout of the rejuvenation of the northeast region has been gradually expanded: In July and November 2009, the State Council approved the establishment of the Liaoning coastal economic zone and the Changjitu Development and Opening Pilot Zone.
