城市化进程在“以物为本”理念的指导下,政府履行职能出现偏差,忽视了人类社会发展的复杂性与多样性,出现社会发展与经济快速发展的不协调,需要政府以人为本、关注人的生活质量的提高,逐步实现从物到人的根本性改变,实现城市科学发展.具体到昆明,政府应贯彻落实公共财政理念,加大直接转移支付力度,完善社会保障,重视教育机会公平；促进城市经济发展方式转变,优化产业结构、提升消费需求；以生活质量为导向,构建政府绩效管理模式.
