本文对我国水运基础设施投资评价的现状、分析原则和理论基础进行了分析,结合水运基础设施的特点修正了平衡计分卡四个层面,并分别给每个层面制定了评价指标,较为全面地说明了平衡计分卡如何应用于水运基础设施投资社会效益评价。
This paper analyzes the present situation, the principle of analysis and the theoretical basis of the investment evaluation of China’s water transportation infrastructure, amends the four aspects of the BSC with the characteristics of the water transportation infrastructure and sets the evaluation indexes for each level respectively. Explain how BSC can be applied to evaluate the social benefits of investment in water infrastructure.
